Police officials say four people have been killed in a shooting at a Tulsa medical building on a hospital campus

A gunman carrying a rifle and a handgun killed four people on Wednesday at a Tulsa medical building on a hospital campus, police said, the latest in a series of deadly mass shootings across the country in recent weeks.

Tulsa Police Department Deputy Chief Eric Dalgleish confirmed the number of dead and said the shooter also was dead, apparently from a self-inflicted gunshot wound.

Colleges in Odisha not collecting degrees of passed-out students

University has informed Odisha Human Rights Commission that due to non-payment of fees certificates of 11,000 students have not been issued  Confusion over payment of examination fees has led to non-issuance of degree certificates of around 11,000 students of engineering and professional courses across Odisha. This strange situation came to light when the Biju Patnaik University of Agriculture Technology (BPUT), the State’s university of professional studies, informed the Odisha Human Rights Commission (OHRC) that despite several notices issued by the university, many colleges failed to turn up to collect the degree certificates, grade sheets and provisional certificates of students by depositing requisite fees.
